Cost of starting a business in Dubai

Dubai is a popular destination among entrepreneurs and investors all over the world. As the Middle East’s business hub, the city boasts of excellent global connectivity and offers entrepreneur-friendly commercial laws. Therefore, starting a business in Dubai is highly profitable, also for its demographical advantage. However, when it comes to company formation in Dubai, understanding the costs for business startup is an essential criterion. Lack of information can lead to undesirable overheads.

Here are some questions that may arise regarding company formation in Dubai:

  1. Where should I setup a company in Dubai?
  2. How do I estimate the funds required for setting up a business in Dubai?
  3. Is there any way to establish a low-cost business in Dubai?
  4. Which is the cheapest free zone in Dubai for business?
  5. Will I have to pay the Dubai trade license cost in advance?
  6. Are there any affordable business solution providers in Dubai, or cheap business setup services in the UAE?
  7. What is the cost of limited liability company (LLC) formation in Dubai?
  8. What are the various charges levied by the Dubai government for starting a business?

Here’s what the experts say:

Dubai company registration cost is altered from time to time, so a fixed rate for various approvals and documentation is unlikely. Therefore, it is best to reach out to a well-informed and affordable business setup consultancy in Dubai. Corporate advisors help entrepreneurs get familiar with the charges levied at initial stages, provide update on fluctuation in judicial prices and other governmental services, and advise on probable expenditures saving them from unwanted incurring disbursements.

The cost of setting up a company in Dubai also depends on the type of business activity, the opted jurisdiction, the approvals and certifications involved and so on. To make things simpler, Shuraa Business Setup has curated a list of the latest standard costs of business setup in Dubai. The prices are listed under three categories – Mainland, Free Zone and Offshore.

Services included in the cost of LLC business setup in Dubai, UAE

Initial approval from DED

The Department of Economic Development (DED) provides initial approvals to start the business operations. A nominal fee lets you begin operations for maximum six months, so that you have enough time to complete your other documentations. This is a one-time expense involved in Dubai the costs for business startup.

Approval for trade name

The trade name is basically the name under which you will be managing your company. In some instances, there is a possibility that the price will fluctuate based on the name you choose. Trade name includes charges such as – reservation fees, commercial name fees, foreign company name fees, and so on. It may further extend as per your mandate. Approving a trade name is also a one-time cost.

Renting office for LLC

Renting an office space for a mainland business setup in Dubai is mandatory as it helps authorities to ensure companies are legitimate. This allows officials to conduct inspections, monitor operations and ensure immigration are laws adhered to by your company. Getting an office space for rent could be a yearly or a termly cost.

Attestation of MoA (Memorandum of Association)

Attestation of an LLC’s Memorandum of Association (MoA) is done between the partners or the shareholders of the company. The attestation cost may further differ depending on the share capital although it is just a one-time expense.

Drafting the contract of LLC in Arabic and English

The contract of an LLC setup in Dubai is typed under the mutual consent of the partners. It is essential that the contract is drafted in Arabic as well as in English for better understating between all the shareholders. The translation cost may be incurred apart from the drafting of the contract. This again is a one-time cost.

Department of Economic Development charges (DED fee)

The Ministry of Economy, under every Emirate, charges a nominal one-time fee to register LLCs. However, there are other yearly fees varying from business to business.

Mainland trade license fee (Included in the DED fee)

Acquiring a trade license is a one-time expense, although depending on the business activity, the cost may vary. Sometimes, a security deposit is also required to be made while applying for a trade license. Licenses and other viable activities are under regular scrutiny from the departments and could involve probable cost on intervals.

Commercial license fee / Tejari

The commercial license fee, also called Tejari, needs to be paid every year for engaging in commercial activities.

Dubai Chamber of Commerce fee

The Dubai Chamber of Commerce needs to be paid annually. The amount mentioned is for a general trading company. For an industrial or a manufacturing company, the cost may differ.

Commercial services improvement fee

This is a yearly amount paid for the improvement of works done by the governmental departments.

Administrative services fee

There is also an administrative fee charged for all the paperwork done by the department, however, it is a one-time expense.

Other important expenses –

  1. One-time general trading company formation
  2. One-time contracting license fee
  3. Economic department charges real estate brokers company fee
  4. The government charges a small percentage of the amount of the premises rented. In case of an office or a shop, 5% is payable, while for a warehouse it is 20%
  5. Additional charges may be levied depending on the nature of the business setup

Free zone company formation cost

The free zones across the UAE are governed by their own set of rules and regulations and thus, the procedures and charges for setting up a company also differ. While some aspects such as having a local sponsor, rental costs and visa fee are similar, other components such as smart desk, office units, warehouses, license fee, registration fee, shared capital requirements, visa fee and bank guarantee may differ based on your choice of area.

Here are the three most popular Dubai free zone license cost, according to Shuraa experts:

International Free Zone Authority (IFZA)
AED 17,900
(cost includes provision for one investor visa) and AED 11,900 (without a visa).
These prices, however, vary based on the type of company such as FZE or branch office.

Services included in the costs of free zone business setup in Dubai

Free zone company registration fee

This is a one-time payment made to the free zone authority at the initial stage of registering a business. The cost differs according to the company type – such as FZE or branch office.

Free zone license fee (included in company registration)

This is a yearly charge applicable to companies under a free zone jurisdiction. The licensing fee is applicable to trading companies, services companies as well as industrial companies. The licensing is done by the free zone authority of a particular jurisdiction, which is a single window procedure.

Rental cost (included in company registration)

Office rent cost in Dubai free zones is among the first charges involved in a free zone business setup cost. This provides you with 100% ownership of assets and liabilities in the company. However, with convenience and control, there is also flexibility available while renting an office space. Free zone rental costs could be monthly or yearly or even a lease of several years. Also, the cheapest option for setting up company in a free zone depends on its jurisdiction and the renting choices offered. Furthermore, the rented place states the number of visas that can be obtained or the business activities that can be conducted by your company.

Renting options available in majority of free zone business setups:

  1. Smart desk: The most inexpensive way to start a free zone business setup is through smart desk service, which, as the name suggests, means having only a desk for yourself. This is best for suited for freelancers and small-time businesses.
  2. Office units: These are small areas created into a self-sufficient office space. The cost of an office unit under a free zone jurisdiction, again, depends on the area selected.
  3. Permanent office / warehouses: A permanent office is a full-fledged office space. The cost of a permanent office is comparatively more than a smart desk or office unit, nevertheless, it also offers more perks. The same goes for a free zone warehouse.
  4. Share capital requirements: Establishing a free zone company requires investment by either the shareholders of the company or the sole proprietor. If you decide the share capital at an initial stage, the proceedings get easier. The amount may either be equally divided among the shareholders or may be a total investment within the company. Most of the free zones in the UAE have a minimum share capital requirement for starting a company.
  5. Free zone visa fee: A free zone company has limited employment visa entitlement, that depends according to the area of office space acquired by the owner. Visa fee can be levied yearly and requires renewal. For a new employee outside of the UAE, expenses involve a residency stamp, medical fitness certificates and an ID Card. Whereas, for a new employee inside the country, the  expenses include a residency stamp, medical fitness certificates, ID card, issue of visa without leaving the UAE.
  6. Bank guarantee for free zone: Another expenditure for free zone companies is the prerequisite of having a bank guarantee. A free zone company needs to show a certain amount of bank guarantee for every employee.
  7. Registered agent fee: Unlike LLCs, a UAE local agent is required in case of a free zone, to mandate all the governmental procedures. This register agent needs to be paid for his assistance; it is an initial cost that can be repeated during the renewal of licenses.

Depending on the free zone of your choice, some of the other important expense to note are:

  • Name approval charges
  • Notarization charges
  • Insurance expenses
  • Premium bank account in Dubai
  • Typing and shipping fees
  • Medical check
  • Police clearance
  • Emirates ID card

Thank you for inquiring with us. To start a language institute under mainland jurisdiction, areas such as Sheikh Zayed Road, Bur Dubai or Business Bay would be an ideal option whereas if you are considering freezone jurisdictions then you can go for Knowledge Village. The rent of these place completely depends on the prominence of the area and the area space required as per your preference. Nevertheless, the main costs will include – KHDA (Knowledge and Human Development Authority) sanction – 30,000 AED; Sponsorship costs will be 20,000 AED and License costs will be 10,000 AED. For tailored cost details please visit us or speak to our consultants. You may also leave us an inquiry along with your email address and phone number and we will get back to you with the best prices.

Hi. I want to open a painting and decorating company in dubi and start contracting projects. I wonder about the cost and visa requirements.

    • Shuraa Business Setup
      Posted at 10:20h, 30 January

Thanks for inquiring, as per you query there are two activities from the DED that you can get a license for 1) Interior Designing or 2) Painting Contracting – under both cases the governmental obligations and fees are regular. But, the most crucial aspect that you must take a note of would be the local sponsorship fees which would range from 30,000 AED to 35,000 AED. The local sponsorship fee is so high compared to other businesses as one UAE national can sponsor only one such business under his name. Moreover, as most UAE nationals already have such businesses registered under their name, finding the ideal partner could also take some time. Nevertheless, if you have a known person who could sponsor you we can work on the mutual terms or else would also find an apt partner for you. I would suggest you to please visit us or leave us your email address with your contact number on https://www.shuraa.com/contact/ and we will get back to you with the best quotes for the same.

      Posted at 17:08h, 06 February

Dear Mr. Husain, Sorry for the delay in reply but we were trying to get the most up-to-date information for you. Firstly, Book Keeping and VAT Consultancy are distinguished as two separate business activities by the DED, thus the procedures will be done as accordingly. However, for Dubai Mainland, all the application for TAX or VAT related industries have been stopped as they are updating the process for the same. Likewise, there are a very few free zones all over UAE offering business setup for both of the services. Sharjah Media City or Ras Al Khaimah Economic Zone (RAKEZ) could be your next option. For further details, please visit us or call us on +97144081900.

Hi. I have a running services company in RAK (Freezone and Mainland), I have licenses under the same name from both the economic department and RAKEA.
I’m planning on providing the same services in Dubai, do I need to obtain another license from DED or any other free zone in Dubai to do so? if yes, should it be a branch license, or a new company under the same name?

    • Shuraa Business Setup
      Posted at 15:05h, 24 February

Thank you for enquiring Mr. Karzai. The best and affordable way to start a company in Dubai would be by getting a commercial permit from the Economic Department at RAK and start a company in Dubai on the same license from RAK. Because, if you own a mainland company, you can do business anywhere in UAE. However, if you are keen on getting an exclusive branch license or a new license, you can also go ahead and get it for the same business activity. Posted at 15:50h, 03 March

Dear Mr. Shahab Thank you for your inquiry. To start a digital marketing business you will need a permission from the National Media Council which will cost you 15000 AED yearly (as per current rates). Apart from that, the entire business setup costs along with documentation, registrations, sponsorship and business license would come up to 30000 AED. Hi we would like to check the cost of starting a company to distribute soft ice cream machine and also cafe drinks ingredients such as ice cream powder, latte powder and other beverage powder for coffee shop use in Dubai. Can this be done if we register the business in the free zone? Please advise us the necessary costs and licenses involved. Thank you

    • Shuraa Business Setup
      Posted at 10:41h, 05 March

Dear Mr. Han, as per your query, you can go for a Food Trading License in UAE, which can be combined with another license (for selling soft ice cream machines) if you opt to start a business in Freezone. However, please note that business in the free zone will only allow you to trade on a B2B basis and not B2C basis. Nevertheless, before I tell you the precise cost, I would want to know which free zone would you like to opt for? Are you looking for something in Dubai itself or are you considering free zones outside Dubai – which would be a cheaper option? Also, the other variables in the cost would be the number of visas required by you and if you are willing to rent an office space or are ok with a flexi-deck? To help you better, I request you to please provide me with your contact number and our representative will call you, to thoroughly study the requirements and offer you the best price in the market.

        Posted at 18:31h, 05 March

Hi. Thank you for your email. Trading B2B is fine for us. May i check with you other than the costs involved in selecting the free zone in Dubai itself or outside, are there any restriction for trade such as we are only allowed to trade within the free zone area or the whole of UAE and GCC? May i know the difference between an office space and flexi-deck? We are fine with either. For the visa, it would be for myself and one more staff. We will be starting small for starters. For the small warehousing for our powder and machine, we are thinking of probably renting a storage space with one of the storage providers. Is this allowed? Or it would be cheaper to rent a small warehouse space within the free zone? Thank you.

      • Shuraa Business Setup
        Posted at 11:43h, 06 March

You may trade outside the free zone as well, but this will be limited to B2B basis only. An office space is an entire office that you may have it for yourself, whereas a flexi-desk allows you to have only one desk to work within a shared office exclusively offered by freezones in UAE. Flexi-desk would be ideal for small startups and yes you can also get a storage space. I would suggest you to please send me your number at sandhya@shuraa.com and we can talk about this, in order to help you better.

    Hello again sir
    how are you?
hope you are fine and doing well.
    Thanks for getting back to me. Per conversations we had about nationalities, and being blocked and onhold.i have another question;
what if the Person is somehow different.
i mean with having a very good social media, good experience in work(animation),logo designer for special brands, and lots more.a very powerful resume, history in media ads and ….
I mean what if being different from others with having such a good experience and resume. is there any exceptions for such a person? Or are they still blocked with that nationality.
    Many thanks

      Posted at 15:19h, 05 March

It is our pleasure to help you. In terms of nationality, I would like to know which specific nationality are you talking about because nationality does matter on various levels of UAE business setup. For instance, several nationalities in UAE are not given resident visas. However, there are times when good records and strong backgrounds do make a difference. The only way to check this is to apply for the same and wait for the authorities to provide an exception based on your achievements and background. There are mainly two levels of checking done – 1) while applying for the business license; 2) while applying for your Visa – if you pass out on these two processes, you can start a business in the UAE.

Hi Robin Hood – we can offer your multiple free zones in Dubai as well as across the UAE. Depending on the region you choose the cost of business setup will fluctuate. Also, if you start a business in a free zone you will only be able to do business on the B2B basis. I would also like to know what mode are you considering to deliver the goods as this may differentiate your license. To discuss it in detail I would request you to please provide me your contact number and we could personally talk over it.

      Posted at 12:23h, 10 October

You can start an online business with a portal license, but if you intend to get involved in the business activity through offline mediums as well then you may require a different license accordingly. Thus, it could be better if one of our business setup consultants speak to you in person. If I may have your phone number and understand your requirement more specifically, I will be able to help you better. You can rent a smart desk in mainland or free zone and start your business as well as get visas under the business, however, with a smart desk, you will not be able to have a bank account. If you do not require a bank account for your company then you can go ahead with the smart desk.

    • shuraabusinesssetup

Thank you for your query. Firstly, in order to open up a representative office in financial sector you will require an external approval from the central bank. This can take up to 2-3 months depending on the profile of bank. Approximately AED 50,000 refundable security deposit in Ministry of Economy is required for branch of a foreign company or a representative office. Initial approval fees is AED 15,000. License cost from DED will cost AED 12,000. If its a bank representative office, approval from central bank will be required.

Greetings from Shuraa Business Setup. In order to legally offer your services you can register your company as a coach or service provider. You can opt for lifestyle coaching activity as well. Once the company is registered either on the mainland or in the free zone, you can apply for the investor visa. Visa is valid for 3 years and license for 1 year respectively, this will approximately cost AED 16,500 (all inclusive – mainland license) for lifestyle coaching. Second option is you can opt for freelance permit provided by a free zone, this will cost approximately AED 16,000.

To apply for 10 visa quota, you will have to avail an office space so this will cost you another AED 6,000. Therefore, you will be sorted in AED 24,500.
