What Is UAE Customs Duty? 

UAE customs duty is a tax charged on goods entering the country, calculated on the CIF value of the shipment – that’s Cost, Insurance, and Freight combined. It’s governed by the GCC Common Customs Law, which means the same broad rules apply whether your goods land in Dubai, Abu Dhabi, Sharjah, or any other emirate. Once duty is paid in one GCC member state, goods can generally move within the customs union without being taxed again. 

Customs duty exists for two reasons: it generates government revenue, and it protects local industry from being undercut by cheap imports in sensitive sectors. For most everyday commercial goods, though, the UAE keeps this charge deliberately low compared to global standards. 

UAE Customs Duty Rates 

The standard import duty UAE applies to most goods is 5% of the CIF value. This flat rate is what makes the UAE attractive for trading businesses as there’s no complicated sliding scale for the bulk of consumer and industrial goods.

Because rates hinge entirely on the Harmonized System (HS) code assigned to your goods, misclassification is the single biggest cause of duty disputes. The UAE has used 12-digit HS codes under the GCC Integrated Customs Tariff since 2025, replacing the older 8-digit format, so if your paperwork or supplier invoices still reference the shorter codes, that’s worth fixing before you ship. 

How Is Import Duty in the UAE Calculated? 

The first step is determining the customs value of the shipment. 

For a standard import, the calculation broadly works as follows: 

Customs duty = CIF value × applicable customs duty rate 

Například, if the CIF value of imported goods is AED 100,000 and the applicable customs duty rate is 5%: 

AED 100,000 × 5% = AED 5,000 customs duty 

However, customs duty is not the only potential amount payable. Importers may also need to account for VAT, customs declaration/service charges, port or terminal charges, inspection-related costs, handling fees and other shipping expenses.

UAE Customs Clearance: Documents You Need 

The exact documentation depends on the shipment and customs regime, but common documents include:

  • Commercial invoice: Shows the seller, buyer, description, quantity and value of goods. 
  • Packing list: Provides package-level information, weights and product details. 
  • Certificate of Origin: Identifies the country where the goods originate. 
  • Bill of lading or airway bill: Provides transport and shipment information. 
  • Import/export permits: Required for restricted or regulated products. 
  • Customs declaration: The formal customs submission for the shipment. 
  • Product-specific approvals – May be required for food, pharmaceuticals, cosmetics, telecommunications equipment and other regulated goods.

Dubai Customs specifically lists the invoice, packing list, certificate of origin and permits from restriction entities among the documents required for its customs declaration service. 

Dubai Customs Clearance Procedure: Step by Step 

The Dubai customs clearance process runs almost entirely through the Dubai Trade portal and the Mirsal 2 electronic declaration system. Here’s how it works in 2026: 

1. Register for a Customs Client Code 

Before you can import anything, your business needs a Customs Client Code, obtained by registering on the Dubai Trade portal. This requires a valid Obchodní licence SAE with import/export activities listed, and typically involves a small registration fee plus a refundable security deposit. 

2. Prepare and Submit the Customs Declaration 

Your customs clearing agent (or your own trade compliance team) files the customs declaration UAE authorities require, specifying HS codes, shipment value, and consignee details through Mirsal 2. Since January 2026, businesses that submit sea cargo declarations before the vessel arrives, known as pre-arrival submission, are protected from amendment fines if minor corrections are needed once the goods land. This is one of the more useful process updates traders should be using but often aren’t. 

3. Risk-Based Channel Assignment 

Dubai Customs runs an AI-driven risk assessment on every declaration and sorts it into one of three channels: 

  • Green Channel: Cleared automatically, no inspection

  • Red Channel: Physical inspection, which can add one to three business days 

Accurate HS classification and consistent documentation are the biggest levers you have to stay in the Green Channel. 

4. Duty and VAT Payment 

Once the declaration is approved, customs calculate the duty and VAT owed. Payment is made through the Dubai Trade Portal using e-Dirham, G2B bank transfer, or the Digital MAKASA system for GCC cross-border settlements.

Businesses should not treat customs clearance as simply a payment process. The accuracy of the product classification, declared value, origin and supporting documentation can affect the entire shipment.

Customs Duty and UAE Free Zones

A notable 2026 update: following amendments to the VAT Law effective 1 January 2026, businesses are no longer required to issue a tax invoice to themselves for reverse-charge imports of goods or services. This removes a paperwork step, though the underlying obligation to self-assess and report the VAT correctly on the return remains unchanged. Getting this wrong is still one of the more common compliance gaps found during FTA audits, so it’s worth reviewing how your finance team is currently handling imported services. 

What Are the Common Customs Charges in the UAE? 

The term “customs charges in UAE” can refer to more than the headline customs duty. Depending on the shipment, businesses may encounter:
